Alfa System is a less known Japanese developer that has been active from 1988 to this day. Alfa System famously ported Street Fighter as a launch title for the PC Engine CD in 1988, making it the first CD-ROM game ever released. They also made the great shooter Cyber Core for the PC Engine, as well as the fun foul-mouthed cyberpunk shooter 'Down Load', and the R-type-inspired 'Sinistron'.
